The Threat Model of Minor Switching Pools
The way I look at it is if you have seven federated members of a FETAPUL and maybe the quorum is five of seven or something like that. Those federation members, like those seven, maybe they're doing the block construction. And then the smaller minors that don't make up as much hash as those seven can then choose within their pool which of the seven they want to delegate block construction to. So instead of all the small minors all running their own nodes and constructing blocks, you have like seven of the larger minors within a pool doing it and then you kind of just pick and choose.
