Is There a Need for Smart Taxation?

We need to focus the tax system and the incentive system on things that are related to innovation, not just the stream of profits. We shouldn't have lower rates of taxation on dividends and capital gains than other forms of remuneration. People just shift their s into those sources of Remuneration. What we want to do here is encourage innovators and innovation,. not just reduce the tax on profit streams.
