In 1949, the Geneva Conventions were signed by every country on Earth. But this didn't mean the problem of war crimes and their prosecution was solved. In 1991, a declaration of independence by states within the former Yugoslavia led to war between ethnic groups. The United Nations Security Council set up an international court to hold those perpetrating war crimes to account.
