There are massive problems with using teacher assessment for accountability. The primary accountability system is broken because it's over reliance on teacher assessment. I think phonics is highly dubious. Key stage one results in many schools are highly dubious. And then there are cases of maladministration at key stage two every year, you know, schools have found out for that.
