Isn't the Soviet Union a Vegetable of American Power in Europe?
In the nineties, there was a real struggle to find some kind of coherent reason for maintaining nato. So in to put it very, very crudely, i'd say that nato is maintained as a vehicle of american power in europe. But then also, i think expansion begins to give nato, again, a bit of a kind of a boost of legitimacy. Of course, expansion for what purpose becomes then a question. But it's sooner kican, keep peddling, keep expanding.
