A lot of people at agencies like ED and CFPB are staying because they don't think the new administration will be able to change much about their jobs. They're worried that Donald Trump is committed to wrecking their work, but on the other hand he would not want to preside over a financial crisis. Ideological tensions exist in a lot of different agencies, but the nature of the tension may be very different across these different things.
