How to Use IntelliJ to Build Kotlin Plugins

The Java world and a lot of ways the Kotlin related part of this has been, had some issues lately because of Ben Trey's. And so there's been a lot of people scrambling to move off of Ben Trey to Maven Central. I've become incredibly thankful for Maven Central and just what a core part of the Java ecosystem it's been.
