Forgiveness Matters

The standard view of forgiveness is that it's a matter of attitude change. But this doesn't explain why forgiving alters norms between the offender and the victim, for example. Do you see these categories of views as sort of incompatible with each other? Or do you think you could have a view that kind of incorporates elements from both? What are your thoughts on that?
