T treading on dangerous ground means doing something that is likely to upset people or cause problems for people. Scapegoat is a strange term, but the meaning is fairly simple. It means someone to blame for a problem. And usually this is not the person who actually did the bad thing. See if you can think of an example for this, and please let me know in the comments.
