Why Blair and Clinton and NATO Are Justifiable Interventions in Serbia?
Kosovo was not an independent country. It wasn't even a separate state within the federal Republic of Yugoslavia. The UN Security Council is supposed to be the body that figures out what to do at this point. But it couldn't because ultimately Russia in particular, and to some extent China, saw its long-term interest as well as its kind of cultural responsibility as to stand by the Serbian leadership. And so that then pushes, if you like, the international system to breaking point.
