The Disappointment of Ships in Government
It's not unknown for ministers to get quite excited about the prospect of boats or barges. The practicalities of delivering them, firstly, getting hold of a boat and agreeing somewhere where you can put it is really difficult. And surprise, surprise, you encounter all the same local routes, local political routes that we're seeing in Essex and Lincolnshire and elsewhere. It seems from what you were saying, that's very much a work in progress rather than something that's ready to go.
