Jeff says archaeology typically finds store rooms of items for the poor that the instal did the institutionalization of charity replace a key piety. Tertullian has that great line that says that Christians wore charity like a brand on their bodies. The Christian charity was something different it was self giving to particular other people and and the Christians were expected to be generous. This is this is a time of peak persecution so Christians doing charitable activity would have not only drawn notice to them but it would put putting them at some risk too.
