The Revolutionary Guards have a very critical institutionalized constitutional role in Iran. They are there to provide national security support for the Islamic Republic. This enables them to manage internal dissent and threats, but also external threats. So he is very much the puppeteer of this system, and the Revolutionary Guards remain loyal to him.
