The Capabilities Approach to Animal Ethics
In the coastal waters, animals can be to some extent taken care of. But once you get out into the deep seas, all bets are off. The US Navy sonar program has been declared illegal under the Marine Mellow Protection Act. And what they do when they're there before they even drill is to send air bombs down to the floor of the sea. These make a huge amount of noise and whales who negotiate their world primarily by sound not by sight or smell say it's very disturbing.
