Just war theory also has a whole list of different criteria to think about or to apply when it comes to conduct during war. This is the called the use in Belo or justice during the war. Legitimate targets are military in nature, but non-combatants cannot be directly targeted and directly attacked in terms of war. So those kind of considerations are never going to justify killing an innocent person in order to preserve the good of the whole.
