Napoleon and the French Revolution

France had no colonies or a navy that can compete with the English. They could have put all of their money into building a navy that could numerically rival the English. But they would not be able to replace England's sheer degree of cultural knowledge stored understanding of naval maneuvers and naval life. And so that ends up leading to a military a social revolution in the French Revolution which culminates in this character of Napoleon.
