If you are in the wrong band, you have been overpaying for years and you've been charged too much. The fault here lies with the fact that we have not rebanded in England and Scotland since 1991. That is an absolutely ludicrous scenario. And what we need is a little bit of political bravery to actually say: 'The people who are paying too little should be paying more' Francis got in contact because his next-door neighbour's house was exactly the same as mine - he has a D+.
