There is protection on a lot of hoste service as cloud far is probably the biggest one out there. Every time you search for anything, eagles like a on your ip, flag your ip for something. You can ban specific a s n number. There are a lot of known bad hosts that will allow cd stuff to happen on it. It's generally good to put rate limiting and captures in place before you have trouble with that type of stuff.
