Passenger Vehicle Tax Credit - Is the 7500 a Two Part Incentive?

It's going to be a couple of years before the passenger vehicle market has the opportunity to get more EVs in the market that qualify for this full tax credit of 7500 dollars. So it's not like it's wiping the map clean of this incentive. It's just making some adjustments that are going to change not only which vehicles qualify, but also who qualifies.
