The US Navy's Role in Latin America
The war turned against the rebels and in March, they fled the city of Cologne. The fires tore through Panama's largest city, leaving thousands of mostly Black Panamanians homeless. No attempt was taken to help refugees or to alleviate the crisis. But the Civil War led to the start of what would become a century long US Navy presence on the Panamanian isthmus.
