I was representing the US treasury in Beijing while we were developing the Iran sanctions. Sanctions are typically more effective when they are imposed for a short period of time, he says. They have a narrow objective that is to say, not regime change - "we know for regime change, it just never works" And so if we take a look at these five criteria, it is very clear that most US sanctions regimes do not meet these criteria and this doesn't mean we need to get rid of sanctions entirely.
