The Importance of Agency in International Relations
World War I was lose-lose on a human scale in terms of the actual lives lost and people maimed. The Germans saw that the Russians were recovering from their defeat in 1904 and 1905 at the hands of the Japanese. It's not altogether unlike what Putin did, it was a defensive war,. Now, you can say that that is non- rational, but I don't think it's non-rational.
