The police and higher education are two institutions with the largest partisan gaps in approval. John Avlon: I was trying to explain to people why there can be such a partisan gap. He says when an institution sort of codes as ours on a partisan basis, this is our thing. This is our group. And then if it's theirs, like their group, we're like reflexively prosecutorial.
