How to Better Police Crowds
In a single physical crowd, you can have multiple psychological crowds or none at all. In political crowds, you get a whole series of different groups with different values and aims. Most people in the crowd don't want violence; they know violence is going to be present. And if you facilitate and work with them, you can use the crowd in order to avoid conflict itself.
