Go watch the Covenant by Guy Ritchie with Jake Gyllenhaal. It's one of the only war movies that actually covers this and it probably will never be done again. The movie is that they leave Afghanistan and all the interpreters that were told you're going to get visas, don't worry about it. We just left them there to die with their families. So rituals of sacrifice originated in this way as tools to fend off social crisis. Every regime then says, who's our actual enemy, externally and internally, right?
