Nietz: There are different kinds of non-reductionists. Some think that there's a separate entity like a Cartesian soul, but some just think that there is a further fact of the matter. If you were really a reductionist about nations, then you'd say, everything there is about a nation can somehow be reduced to laws and territories and people. And those are the facts and there is no France over and above all those other facts.
