The Evolution of Informational Infrastructure
In the 19th century, worry about private control over new infrastructure led to a whole bunch of new institutional and governance regimes around things like railroads. Google's power is because it is now the dominant critical gatekeeper through which most people access economic, social and political purposes on the internet. And that gatekeeping function makes it infrastructural in a way that feels more 21st-century than before.
