During prohibition, bootleggers had to borrow money and then promise to repay it. There would be bootleg alcohol buried all over the beaches of california. Now their activity brings in a suspect pool that can be potentially very large. So i'm assuming any time ore involving any legal enterprise, it makes things more complicated for the investigator.
