Many organizations will hold on to a pool of money to pay security researchers as it means to thank them for helping them proactively find these issues before the bad folks do and it can be exploited. Many times what you get by having the power of the crowd so to speak by security researchers from all over the world, they all have different areas of expertise. It doesn't necessarily have to subscribe to a specific methodology.
