There's this debate that goriaan i like to have about the kind of relative importance of basic research and applied research. But given the urgency of what we're facing with china, and the fact that we don't have enough good answers to some of the asymetric approaches that they're going to confront us with,. i think we need to put particular emph is on applied r and d, and moving that into development and rapid fielding.
