I think intrstructure development is the best equalization programme for bunch of reasons. I wonder if another possible solution would be something like what roosevelt did in the thirties with the w p a and all the other alphabetic departments that made work for people. That would serve the disenfranchised better than any other solution that i can think of. So, so hopefully that'll, you know, that's something we can set our minds to.
