Cuban Terrorism

The joint chiefs of staff are proposing that they stage a terroristm pain on american soil. The terror campaign could be pointed at refugees seeking haven in the united states. So attack cuban refugees who have sought safe haven in our country and make it look like its castro's terror goons following them here and attacking them in their new home in the us. We could sink a boat load of cubans on route to florida, real or simulated. And we could even wound them badly enough to get widespread press coverage.
