Bitcoin - Should It Be Getting the SegWit Discount?
Bitcoin's security model requires that blocks be full. The discount was added for a few reasons, and I haven't heard like, incentivize people to use SegWit as one of them. Witness data is not an UTXO set, it doesn't need to be pruned. And also, the nodes still do have to download the block data.
