The NBA's R.I.P. Rip Through

In 2011, there's a grant land article titled R.I.P. rip through celebrating the NBA rule change. The second thing that pops up is a 2022 article entitled Mark Cuban on NBA rule change, heed change. And then the byline is Mark Cuban wants to get rid of a player's move that has already outlawed in 2011. It seems like the NBA has been on top of it but also it still happens quite a bit. I would love an explanation for why it's not an offensive foul.
