Moral sentiments are emotional responses to the moral qualities we perceive in other agents. They engage my emotional responses if you want they affect me so when I see something as dangerous and threatening it affects me in certain ways that gives me certain kinds of motivational propetities which then becomes an ethical issue itself how I handle my moral set. In order to be a responsible agent you have to be capable of having moral sentiments, he says.
