The Syrian opposition gave the U.N. mediator a written proposal that they were willing to negotiate a transition government, says Peter Bergen. The Assad government was prepared to negotiate no position in a transition government and only thing it would be willing to do is have the opposition denounce armed resistance. That's when talks foundered in February of this year.
