Smonbelievar and everyone else in south america simply had different ideas of what it meant to be free and independent. Belivar wanted them all to come together, and every one else wanted to go their separate ways. He convened the peruvian congress on august sixteenth, 18 26 and induced them to accept that same constitution and then elect him believar, president for life.
