Is Meta Reasoning a Part of the Standard Model?

The idea of meta level computation goes back to, you know, at least the 1970s. It was a logical reasoning system where the reasoning process was implemented as a set of internal actions. And it just seemed to me that the right way to think about meta level computation was again, to take this sort of agent view and say, okay, what do computations contribute to the overall goal of the agent? In effect, what they contribute is an improvement in decision quality.
