So it does, and here's why. Maybe the court's not going to rip up the entire framework for regulating all pollutens andomi ans and is just going to read the statute with an artificial narrowness. That would be bad, but it will not be nearly as bad as if the court invoked some ridiculous, a textual doctrine to erase or repeal large chunks of environmental law and prevent the e p a from doing anything helpful.
