In the roaring twenties, jews around the world were making a lot of money. This gave them reason to not want to pack up and go move to palestine. The initial idea was to flood the country with this wave of jewish imigration as quickly as possible. In the meantime, the zionists were going to focus on buying up land and preparing the ground for that when the jews of the world finally realize the danger they are in.
