The seed is split with in two different shards. So there is no one custodian that there are like part of the backup providers. They don't care to do your seed because cryptographically speaking, they don't have access to your seed. And as soon as the operating system will touch a secret on your device, it will ask you for consent. If the user isn't happy with doing a firmware upgrade, it's simply decline and that's it.
