Sally Kohn: When I hear Philadelphia wants to tax soda, my knee jerk impression is that they don't actually care about the public health benefits of this. So like, is this structured? Is this a revenue neutral soda tax proposal? Or is it that the soda tax is going to finance some new playgrounds or something? She says if you're just trying to get revenue, and then it's like your fallback is like, well, worst case scenario, people drink less soda, that makes a more sense to me than if you're saying we think it'll be a public health benefit.
