No country is perfect, an the united states certainly isn't either. But ch China tends to comply with w t rulings out of a desire for international legitimacy and because they want other countries to follow dispute decisions when china is the plaintiff. So there's this self reinforcing model to dispute settlement that has proven to be pretty, pretty effective overall.
