The garrison and Exeter almost certainly knew of Fitzosburn and Brian's approach as well. Given the size of the city, I seriously doubt that the Cornish Devonshire army was able to completely cut off the city. Orduric tells us that it was the Norman garrison that led this charge. But he also tells us that the people of Exeter had enough of rebellions and incited with William. So I wouldn't be surprised if there were a number of Fordsman who joined the fray.
