The idea would have been that a significant change should trigger a risk assessment. So, yes, under my view, there would not have been as much freedom there. Molly Russell case is an interesting example to take when you're looking at the bill. Some people have questions as to how far the bill actually covers it. The government is pretty clear that it would do.
