In 19 93, a 12 year old girl named polly class was kidnapped and murdered by a stranger in california. And bill clinton a came out with this 19 94 crime bill,. In which he used polly class's name to expand mass incarceration like no other single piece of federal legislation in american history. He really did mean forces of darkness. Put a lot of people of color in prison. And so then the prison population totally exploded during his presidency. So then this period was all the coliferation of memorial laws, that are le slative interventions with enormous implications. That are muscled through with a dead child to name on them.
