The Procedural Issues of EU Bonds
EU bonds are not yet considered as sovereign. If the EU doesn't have to rely on contribution from member state, it would help change the way that markets see you bonds. The key factor that has been seen basically on being treated as a sovereign by market surveys is being included in sovereign bond indices. To get to that point, we need some resemblance of a sovereign, some sort of a taxation revenue would go a long way there, so it's really important.
