In this understanding, the will is just constitutive of human identity. So I am a chooser. And I am to the extent and degree that I choose. Beliefs about these matters could not define the attributes of personhood were they formed under compulsion of the state. If at this point you are thinking this is like somewhat corresponds with my experience, I can kind of supply examples that bolster this point but it seems a little bit overly philosophical and jargony if you are not.
