Antonin Scalia on the Interpretation of the Law

The law says that police, quote, shall use every reasonable means to enforce this restraining order. The court below had ruled in favor of Jessica Gonzalez saying she's entitled to enforcement of the restraining order. It says so right here in the law. So how does Antonin Scalia get around this extremely clear text? He doesn't really cite a lot in support of that.
