The Negatives of Going Hard to a Metric Based Evaluation
The ref evaluates stuff by peer review so all the stuff goes in and then these panels sit and assess it over a year long period. Peer review is the dominant methodology in some panels you can still draw in citation data as a support to that peer review but you do. We have now got a whole range of new metrics for impact so-called old metrics that go beyond citations but capture other things like social media are very interesting and fun to work with. I'm a great supporter of experimentation with these things but none were yet at point where we'd want to base a massive national funding exercise around them if you did you'd unleash all sorts of perverse behavioral consequences.
